The duties and importance of this post will not be in any way diminished by the appointment of a Political Adviser, nor is there any possibility of Political Adviser becoming the officer whom the Chinese in Hong Kong will approach. I should be strongly opposed to any suggestion that the post of Secretaryship for Chinese Affairs should be regarded either in consequence of the new appointment or for any other reason,
